The city is not part of the county
The City of St. Louis is an independent city. It is separate from St. Louis County and has its own court, the 22nd Judicial Circuit. Missouri law treats the city as its own unit (RSMo § 477.050).
This matters from day one. An address that says “St. Louis, MO” may be in the city or the county. A case filed in the wrong court invites an early fight over venue, meaning the right place to file. The firm checks which side of the line things happened on before anything is filed.
Where city cases are heard
The 22nd Judicial Circuit uses two downtown buildings at Market Street and Tucker Boulevard. One is the Clyde S. Cahill Courts Building at 10 North Tucker Boulevard. It was long known as the Civil Courts Building and was renamed in December 2024. The other is the Mel Carnahan Courthouse. Civil cases from the city are filed with the circuit clerk there.
Venue for city cases
Missouri’s venue law decides whether a case belongs in the city’s court (RSMo § 508.010). For an injury first suffered in Missouri, the case is filed where that injury first happened. A contract case, or another case with no claim for a wrongful act, can be filed where a defendant lives. It can also be filed where you live, if the defendant can be found there. So a contract dispute with a downtown company can often be filed in the city. A crash that happened in the county usually cannot.
The federal courthouse is in the city too
The U.S. District Court for the Eastern District of Missouri is at the Thomas F. Eagleton U.S. Courthouse, 111 South 10th Street. By law, federal court for the Eastern Division, which includes the City of St. Louis, is held in St. Louis (28 U.S.C. § 105).
Federal cases follow federal rules and the court’s own local rules, not Missouri’s. The firm handles civil cases there, including:
